Ireland to hold referendum on European fiscal pact – Cleveland Plain Dealer
Kenny said he would sign the treaty Friday but had received advice from Ireland's senior law officer, Attorney General Maire Whelan, that the country must hold a referendum under terms of its 1937 constitution. He specified no date for the vote.
