Group sues over new billboard rules – Rocky Mount Telegram

The Duke Environmental Law and Policy Clinic filed a lawsuit Wednesday in Wake County Superior Court on behalf of Scenic NC. The lawsuit asks the court to set aside temporary because no public hearing was held. The rules go into effect Thursday.
